[Pride of the Fastest] Burter

Burter can be used on Extreme AGL and, unlike most of the other members of his category, he actually links decently with the other units on the team.

Burter has "Shocking Speed", a Ki links that he shares with [The Ultimate Android] Super #17 and [Limitless Energy] Androids #17 & #18, and also gets "Shattering the Limits" to link with [Beyond the Ferocious Flash] Majin Vegeta.

The synergy with the element is not too bad: Burter's only problem is really the restriction on his Passive, to be able to have that 50% chance to dodge the enemies' attacks he needs to be in the first slot, whereas you would normally want to put him off-rotation since the amount of damage he can output is not really that relevant despite of his nuker Passive.

Should you run him on your team? If you lack Extreme AGL units, he is not a bad option.
